I can't give you a diagnosis, only an avian vet could, but I did take in a Moluccan a few months ago with a similar problem. He has not been diagnosed yet without further testing which I am holding off on for the time being.
He is (was) a chronic plucker/skin mutilator but over the past few months with a proper diet, humidifiers in the bird room, and lots of wood to chew on, has greatly improved.
He was actually causing rashes to himself by rapidly rubbing his beak over and over on his skin on various places on his body. What is making the skin so dry, flaky, and sensitive is not known, but as I said with the improvements above, his feather and skin condition have also improved.
How long has this member had the bird? When did the rash start? How long has he been plucking?
Here is a picture of Andy with one of his rashes on his shoulder. He has had them on his back and chest as well. After a few days, they heal. He has not done this to himself in a while thank goodness.
